As to your question. You will always get mixed replies. It SHOULD be okay because the lewd law states you need to be doing a lewd act. But I am sure the judge will see it as lewd - no matter what. I have a buddy who gets hard and stays that way naturally NO help from viagra or hand; Just had very active hormones. He will get hard an stay rock hard for a very long time.
I would hope you would be okay. I have seen many semi and near full often at the park. Guys just sitting down or lay on towel sleeping (etc) hard/semi. Walking around as well. IF the police think you were stroking - I am sure the uniformed or undercover park police would ticket you.
