Depends on the situation and person, I guess. In a unisex nudist environment, female nudist ASSume any hard dick if because they are there. They don't understand that dicks get hard. Just that simple. Therefore, the rules about covering up may be a reason for that. Also, shyness, being a new nudist, or possibly even being embarrassed about your size compared to the guy with a 7 in chubber. Different strokes for different folks. I visited two Turkish baths last week. The second was on an all nude night (both sexes) so covering up would have been wrong. The other time was on Men's day open to the public. I noticed that at first I was the only one not to cover his bits. But the towels and wraps came off as the afternoon wore on. I did have to hold my hand over my boner for a short time after the guy next to me played with it. That behaviour is not allowed and someone interupted!
It is so funny to watch guys in the locker room at the YMCA put a towel around themselves to take off their underwear and put on their work out shorts! Some of them won't even walk to and from the pool without wrapping a towel around to cover their swimsuit! I never wear a towel at the Y either, just walk around naked from the locker room to the shower and/or the urinal. Since you have to wear a swimsuit or underwear in the whirlpool I usually put that on at my locker but sometimes just carry my underwear to the whirlpool and then put the suit on before getting in, also must be covered in the sauna, so I usually wear a towel, but since they are so small it barely fits around my waist and is open down my leg since you can't show your bits in there, a ridiculous rule that many of us ignore by sitting down and then undo the towel so we are naked but still sitting on the towel. I do understand that they don't want guys sitting their bare ass on the bench in the whirlpool and sauna. I sometimes just wear a towel into the whirlpool and make sure I'm sitting on it but of course with the jet action it doesn't cover my dick and that makes up for not being able to be totally naked!
Try the public sauna spas in Austria and Germany. There nudity is obligatory and they are co-ed. Nobody feels threatened and there are no sexual innuendos (and men don't get/show boners either). It's just part of life.
