Hair is a person's body. Stroking body hair can be a far more flirtatious act than simply touching a person. I'm always confused with questions about touching other people which open with a declaration of enjoyment of the other's feature. It's not cool to just touch people because you want to.

There are a number of verbal and non verbal cues that are possible in any social interaction which might lead to permission to touch. However this kind of touch is easily seen as sexual. It's not really appropriate unless you're in a sexual situation where consent is already given.
