Being certififed and not able to do things because it says only certified

I have been certified since I joined and when I try to broadcast in chat I can't, I was here 12 years ago was a certified paid member as ruhl99, as a Super Swinger
am trying again but after being certified for 3 days and can't do anything, then why belong , and who can help me?
